Proposal Request for the Business Vocational Training School Project - BVTS Institute

Projects: Business vocational training school and employment support for high school dropouts and post-high school students from marginalized communities and families in Cambodia.

Duration:  01 January 2025 – 31 December 2027

Location: Cambodia, Siem Reap


Background and Challenges:

Cambodia, a developing country in Southeast Asia, bordered Thailand, Vietnam, and Laos, and also has a coastline along the Gulf of Thailand. Although the country has enjoyed peace for many years and developed in all areas, poverty still persists for the rural population, people with lower education, and lower skills ability for jobs. Especially, poverty was exacerbated by the collapse of key economic sectors such as the tourism industry during the COVID-19 pandemic in March 2020. Families, youth, and communities find it difficult to make a living and cope with economic uncertainty.

Although all restrictions have been lifted and the global economy has gradually recovered in recent years, Cambodia still faces the challenge of finding employment or income for rural areas people, young people, people with low education, or lack of skills ability for job market needs, especially young women.

Over the last few years, we have seen the government's efforts in supporting and organizing professional vocational training for poor youth or unskilled people to receive proper skills that are suitable for the job markets. These are what we wish to see.

However, what we have seen about that support from the government and NGOs is an admirable and proud one. But we are seeing another possibility with the largest size of the job market that we can support young people from marginalized families to get a real skill ability that is suitable for the job market in the country and where they can earn an income to support their livelihood. 

It’s a one-year business skills vocational training support for high school dropped out and post-high school students from marginalized families.

In this possibility, what has been seen that many NGOs and vocational training schools from government bodies in Cambodia have recently been focusing on dropouts of school students and individuals with low levels of education by providing vocational skills training that we can see such as hospitality training (cooking and service), beauty salons, barber, sewing, motorcycle repair, electrician, and refrigerator repair, etc. but we do not see vocational training in business skills we are focusing on.

And mostly no one is focused on post-high school students!!

Many post-high school students from marginalized families are unable to continue their studies in higher education as they have to move from their communities to the city and family situations cannot support them, especially female students, and males either. Hence, they must discontinue their studies at all. 

“This is not a big problem, the big problem is that they discontinued their study by dropping out after grade 12 without any proper professional skills for the job market, which is why Cambodia is losing a lot of human resources for these reasons. In addition, due to high family pressures, they have to move to cities or migrate to other countries for unexpected high-risk jobs.”

Project Aims:

In addressing to increased difficulties faced by vulnerable people, in particular young girls and boys from marginalized communities and families who may be high school dropouts, dropped out, and post-high school students that inability to get any skills or studies get immediate support through providing vocational training in business skills for their bright future survival as human beings.

Our main objective relies on 2 main goals:

(i) Increase the capacity of disadvantaged youth to acquire specific skill competencies in business work and cultivate a positive mindset that is important and necessary for successful employment.

(ii) An increased number of disadvantaged youth's access to safe, decent, and dignified employment opportunities in any business industry in Cambodia.


Target Group:

The direct beneficiaries of the project are young girls and boys over 17-year-old from extremely vulnerable backgrounds, remote areas, living in deprived and marginalized communities and facing socio-economic barriers:

  • Disadvantaged post-high school students.
  • High school dropped out because of family pressures and bad family situations (between grades 10 to 12).
  • Have low education and no or little professional experience
  • Has strong motivation to have specific skills and job in business skills.
  • Additional priority is for people at high risk of domestic violence, sexual abuse, at risk of human trafficking, and unsafe migration.

The selection process will be conducted: 

(i) Conduct promotion campaigns for high school students in Siem Reap, and other target provinces such as Odor Meanchey, Banteay Meanchey, Battambang, Preah Vihear, and Kompong Thom.

(ii) Conduct the placement test and oral interviews - make sure they have the minimum capacity to undertake the training course and strong motivation with a clear future vision.

(iii) Conduct family visits - to understand the family’s situation and whether they match the set of social criteria or not.

(iv) Decision and finalize the shortlist and validate the shortlist

(v) Intake them into the program with a clear orientation.

Project Module:

The training project module will include:

1- Selection – Student selection shall be made at least one month before class begins.

2- Intake – 50 students per academic year and 150 students for 3 years project.

  • 6 months in class with full-day training: Offer 6 hours per day (focusing on both theoretical and practical training approaches).
  • 6 months: 5 months of apprenticeship + a half-day training: Apprenticeship to realize real work with partner companies and organizations offers 4 hours per day and in-class training offers 3 hours per day.
  • Final project paper - To be able to successfully graduate, students must write their dissertations on the work they have learned and done from their apprenticeship. Assessments and scores will be provided by a committee that will participate from companies or partner organizations.

3- Placement – Put them into a decent job after completing the one-year training.
